Dike to house ‘blue energy’ plant

The cabinethas approved funding totalling 20 million euros for sustainable energy projectson the Afsluitdijk, the 32-kilometre barrier that closed off the Zuiderzee fromthe open sea to create what is now the freshwater IJsselmeer lake.

The dikewill house an innovative osmotic power plant, or ‘blue energy’ plant, whichexploits pressure created when salt water passes through a membrane to mix withfresh water. Solar panels will also be mounted on the dike.

Thesustainable energy funding comes as part of a renovation package to increasethe safety of the Afsluitdijk, which was completed in 1932. In its presentstate the barrier can no longer guarantee protection against high water, theInfrastructure Ministry says.

The surfaceof the dike is to be reinforced along its entire length, and the sluices thatdrain excess water from the IJsselmeer into the sea will be given a 200-millioneuro overhaul.

Theregional authorities have also investigated opportunities to use the dike forrecreational purposes. The renovation project may also include the constructionof a marina. At present the dike serves as a road link between the west andnorth of the country.

ANP says suspends Chevron drilling rights in Brazil

(Reuters) -Brazil's National Oil Regulator (ANP) said on Wednesday that it is suspendingthe drilling rights of U.S. oil major Chevron in national territory until itclarifies conditions of the recent oil spill in its Frade field.

The ANPalso said it has denied Chevron's request to drill into ultra-deep subsaltareas, which hold huge deposits of oil off Brazil's coast.

Twelve New Species of Fish Found Near Bali

Denpasar.Scientists from the US-based Conservation International said they may havediscovered 12 new fish species in the waters off of Bali.

“Right nowthe fish are being identified and classified. Hopefully by December, or at thelatest by January, the names can be listed and formalized [as new species],”the group’s coral fish researcher Mark van Nydeck said on Sunday.

Theunidentified species cover a number of genus and families, including the eels,damsels and coral fishes in the genus of Siphamia, Heteroconger, Apogon,Parapercis, Meiacanthus, Manonichthys, Grallenia and Pseudochromis.

Partneringwith the local maritime and fisheries agency, the Bali Marine Rapid AssessmentProgram began in January with a survey of 33 marine locations around Balicovering depths of 10 meters to 70 meters.

The groupsaid Bali had a high level of marine biodiversity, with more than 1,000 speciesof fish.

In May,Conservation International discovered eight new species of coral fishes and onenew species of coral. The species were believed to be endemic to the area andhad not migrated from other regions.

The studyfound that coral reefs in Bali had been well-preserved and their condition wassignificantly better than that reported in studies 20 years ago.

But somespecies of fish are becoming increasingly hard to find, such as sharks andgroupers. The finding indicates that there has been over-fishing in the area.

More than100 sharks are captured and killed each day in Bali, the group said,particularly the long-finned shark, which is prized for its fins.

Trading inshark fin is legal in Indonesia and can fetch up to Rp 2.5 million ($280) perkilogram.

WELLINGTON,Oct. 5 (Xinhua) -- New Zealand's shipping authorities have cordoned off aLiberian-flagged container ship that has grounded on a reef off the east of theNorth Island as they attempt to assess whether it poses an environmental risk.

The236-meter cargo ship Rena struck the Astrolabe Reef, about 12 nautical milesoff the coast near Tauranga Harbour, at around 2. 20 a.m. Wednesday and waslisting, said a statement from Maritime New Zealand (MNZ).

None of the25 crew aboard the 47,000-tonne vessel were reported injured, it said.

A lightsheen of oil was visible around the ship, but it was thought to be hydraulicoil from the engine and was not considered "a significant environmentalrisk at this point," it said.

MNZ hadactivated its Maritime Incident Response Team (MIRT) of experts to providetechnical advice and oversight.

MNZ's25-strong National Response Team of oil spill specialists was setting up acommand center in Tauranga, and would lead the response in the event of a significantspill from the ship.

MIRTincident controller Renny van der Velde said the plans being put in place bythe oil spill response team would form a safety net in the event of any spilledoil.

"Whilethe aim is to remove the vessel with no oil spilled, it is important to havecontingency plans in place in case something goes wrong."

The vesselowner -- reported to be the Israel-based Ofer Brothers Group, one of theworld's largest private shipping firms - - was responsible for coordinating asalvage plan.

MNZ wasalso working with wildlife experts from Massey University and the Department ofConservation, which advised there were no immediate concerns for marine life,to prepare for any possible spill.

An MNZmaritime safety inspector aboard the vessel had assessed the damage and advisedthat the ship had several breaches to the hull, affecting cargo holds on theport side.

The shipwas on a 10-degree list, but was stable on the reef, and fuel in tanks on theport side was being transferred to the starboard side as a precautionarymeasure, said the MNZ statement.

Pumps wereworking remove water from the cargo holds.

The ship'scaptain was in discussion with the ship's owner and salvage experts to assesshow best to move the ship off the reef, but a decision was expected to take"some time."

The localBay of Plenty Regional Council staff has ordered a 1- kilometer exclusion zonearound the vessel, which was fully laden.

Taurangaharbour master Carl Magazinovic he had received reports of "sightseeingvessels" near the grounded ship, potentially causing safety issues anddisrupting response efforts.

"Thissituation is expected to continue for some time so we will be monitoringmovement of vessels around the area, and anyone found breaching the exclusionzone could face a fine of up to 20, 000 NZ dollars (15,220 U.S. dollars),"said Magazinovic.

MichaelHodgins of the Mediterranean Shipping Company, which chartered the 21-year-oldRena, told Radio New Zealand it was carrying timber, milk powder, meat andfish.

He said thecrew would have been familiar with the route it was taking, which started inSingapore and included ports in Australia as well as New Zealand before headingback to Sydney, a journey usually taking about six weeks.

Govt to build marine conservation school in Wakatobi

Indonesiawill establish the School for Marine Conservation (SMC) in Wakatobi, SoutheastSulawesi, to produce experts who will help the country preserve its naturalresources, especially the ocean.

Fisheriesand Maritime Affairs Minister Fadel Muhammad laid the foundation stone for thecenter's building, marking the start of construction on Saturday.

He said thecenter would train many new officers to manage water conservation areasnationwide, which are expected to reach 20 million hectares by 2020 accordingto government plans.

“We willneed up to 5,000 competent and professional people to manage the conservationareas,” Fadel was quoted as saying Saturday by Antara news agency.

He said thetraining center would offer students three major fields of study: conservationmanagement, biodiversity and ocean engineering.

“The schoolwill accommodate 400 students, 50 lecturers, 50 members of staff and 2,000trainees,” Fadel said.

He addedthat the government chose Wakatobi as the site for the school as it sat at thecenter of world’s coral triangle and had rich natural resources. Wakatobi isalso home to a 1.39-hectare national marine park with diverse coral reefs.

Jakarta, July 6, 2011 (ANTARA) - The Ministry of Marine Affairs and Fisheries (KKP) and Korea Marine Institute (KMI) agree to build national Marine and Fisheries Institute in Karawang, West Java.This educational institution which was built in 2012 is the development from Fisheries College (STP) and Fisheries Academy (AP) to become a world-class educational institution. "To realize this program, Karawang Regency has prepared a land area of 65 Hectares. While the budget of 300 billion rupiah will be borne together by the Indonesian and Korean Government for each 150 billion rupiah," explained Head of Marine and Fisheries Human Resources Development, Syarief Widjaya, after opening Indonesia-Korea Ocean and Fisheries Forum (IKOFF) today (6/7) in Jakarta.

The effort to realize this program, KKP previously has done the partnership with the Ministry of National Education so that this marine and fisheries institution can be a world-class higher educational institution and become the Top ten marine and fisheries vocational education in the world. The International Seminar of Indonesia Korea Ocean and Fisheries Forum (The 1st IKOFF) filled with the explanation from leading experts and practitioner in marine, maritime, and fisheries from Indonesia and Korea with three sub-themes, which are sustainable preservation and development of marine and coastal; new source of technology and creative activities of marine. One day before, KKP and KMI has done the signing of Letter of Intent (LoI) to increase partnership in marine and fisheries sector between Indonesia and Korea. This agreement signed by Secretary General of Marine Affairs and Fisheries (KKP), Gellwynn Jusuf with the President of Korea Maritime Institute (KMI), Hak So Kim, also witnessed by Chairman of Land, Transportation, and Marine Affairs Comission of the Korean House of Representatives, Kwang Keun Chang.

Shark trading to be banned in Fiji

SUVA, July 6 (Xinhua) -- The Fijian government is set to protect sharks after a new landmark policy to counteract the alarming decline of the "king of the seas" is being drafted, the Ministry of Information said Wednesday in a media release.

Commander Viliame Naupoto, Permanent Secretary of Fiji's Department of Fisheries and Forests, was quoted as confirming that a review of fisheries laws would include a ban on the trade of all shark fin and other products derived from any type of shark that is captured in Fiji waters.

"We are reviewing the fisheries management law and in it we want to incorporate the ban of all shark meat and products in Fiji, especially the trade of shark fins," Naupoto said, clarifying the proposed ban was being styled upon a ban protecting turtles that Fiji has also rectified.

Sharks often termed the 'king of the seas' with their position at the top of the marine food chain, play a critical role within these ecosystem by controlling the population of certain marine species.

"If those animals have no predator than their increase can cause an imbalance in the marine ecosystem and can affect the middle of the food chain, which is where we get most of our livelihood from," Naupoto said.

"Due to the emerging new trends in shark tourism in the country, sharks are more valuable to us alive than dead," he added.

Mike Neumann, director of the Beqa Adventure Divers and a shark conservationist, also highlighted the importance of protection of sharks, saying that "every single tourist coming to Fiji, does so because of Fiji's pristine marine environment, if Fiji's oceans die, the tourists will go somewhere else where the sea is not depleted." The new law will effectively turn all 630,000 sq km (243,000 square miles) of the Caribbean nation's territorial waters into a shark sanctuary.

The ban was approved by Agriculture Minister Larry Cartwright in the capital, Nassau, on Tuesday.

The archipelago joins Honduras, the Maldives and Palau in outlawing shark fishing.

The government also increased shark-fishing fines from $3,000 (£1,900) to $5,000.

Sharks are considered at risk due to demand for their fins in Chinese cuisine - some 73 million of the sea predators are killed each year, environmentalists say.

Needing protection

In 1993 the Bahamas banned long-line fishing, which limited shark fishing and protected 40 species of sharks inhabiting its waters.

But shark fishing was not banned outright, and when a local seafood company announced last year that it planned to export shark meat and fins to Hong Kong, activists called for a new law to be introduced.

Environmentalists welcomed the ban. Neil McKinney, president of the Bahamas National Trust, which manages the country's resources, said sharks played an extremely important role in balancing the ecosystem.

"They desperately need protection if we're not going to drive them to extinction," AFP news agency quoted him as saying.

Tourism is a major industry in the Bahamas, and shark-diving earns it $80m a year in revenue, according to a recent survey.

The country's main island, New Providence, is home to Jaws Beach, where one of the Jaws films was shot. Last year, the remains of a boatman who had disappeared off the beach were found in the stomach of a tiger shark caught by an investment banker.

The US-based Pew Environment Group said each reef shark brought some $250,000 to the archipelago's economy.

Deputy Prime Minister Brent Symonette said he did not think the ban would affect relations with China, which has increased trade with the Bahamas in recent years.

"This is in keeping with the government's commitment to pursue conservation policies and strategies in order to safeguard the marine and terrestrial environment," the Associated Press quoted him as saying.

Indonesia becomes fisheries' regional center

Jakarta  (ANTARA News) - Indonesia was asked to become the Regional Center for Inland Fisheries Development. This was stated today (June 17) by Marine and Fisheries Minister, Fadel Muhammad, after attending the Ministrial Meeting which opened by Thailand Vice Prime Minister, Trairong Suwankhiri in Bangkok, Thailand.

"This is an honor for Indonesia to be trusted by SEAFDEC (South East Asian Fisheries Development Center) countries member as a place to the sub-commision organization activities which was initiated by Japan.

According to Fadel, as one of the marine and fisheries producer countries in the world, role of Indonesia in development and construction in fisheries sector is highly valued by other countries. Another honorary for Indonesia is in this Ministrial Meeting, Indonesia is trusted to be vice chairman together with Thailand which will be a host as well as chairman for the meeting.

Fadel stated, there are other important things which agreed by Agriculture and Fisheries ASEAN Ministers together with Japan in the SEAFDEC that is Indonesia at the end of 2011 will be a host to organize the ministrial meeting to discuss Illegal, Unreported, and Unregulated (IUU) Fishing solutions which often occurs in Indonesia.

The last thing to be discussed in Bangkok meeting this time is economic partnership between ASEAN countries and food security partnership especially fish until 2020. All of SEAFDEC members are also agreed with Indonesia as a coordinator to concern with food security threatening issue.

During the SEAFDEC Ministrial Meeting, Fadel with Malaysian Agricultural Minister, Dato Seri Noh Umar held a bilateral meeting to discuss about fisherman security between two countries.

In this bilateral meeting, the solutions for those securities issues will be solved amicably for the advantage and welfare of Indonesian and Malaysian fishermen.

After the bilateral meeting, Fadel and Omar feel grateful that all fishermen security issues which has happened can be solved. Today, Fadel and Omar are also agreed to prioritize fishermen welfare and security when fishing.

Indonesia calls for sustainable use of APEC's Marine Resources

Bali (ANTARA News) - Indonesia has called on APEC member countries to make use of their marine resources in a sustainable manner while also trying to preserve the environment.

The call was made by Endhay Kusnendar, head of the research and development division of Indonesia`s Marine and Fisheries Ministry at the opening session of the 22nd APEC Fisheries Working Group Meeting as well as the 24th APEC`s Marine Resource Conservation Working Group Meeting in Bali on Monday.

Endhay said APEC had now become one of the prominent economic powers in the world with its member economies accounting for 57% of the global GDP and more than 40% of the world trade volume.

With a total population of more than 2.6 billion, he said, APEC itself had become a huge potential market. The consumption of global fish products in APEC economies had reached 70%, which comes from both captured and aquaculture production.

"Though the numbers look very promising, on the other hand, however, we are facing a major threat of ecosystem degradation due to excessive use of our resources which in return will jeopardize the sustainability of our oceans, and coastal resources," he said.

He said it was crucial for countries having marine resources to realize the full economic potential of their fisheries resources. "Economic sustainability depends not only on management of resource sustainability but that economic value added for economies from the use of such resources is fully enabled," he said.

Therefore, Endhay said, Indonesia with its mega marine biodiversity as a comparative advantage, realized the responsibility to safeguard the sustainable development of its marine resources and called on other APEC members to make the most of their ocean related resources and manage it in a sustainable manner.

He also reminded about the agreement which had been made by APEC Ocean-Related Ministers last 2010 in Paracas, Peru, titled the Paracas Declaration.

"I believe strongly, after all these declarations; it is high time for us to reaffirm our commitment by moving from words to action in achieving sustainable development of our ocean, seas, and coastal resources in the Asia-Pacific region," he said.

The APEC`S 22nd Fisheries Working Group Meeting and the 24th Marine Resource Conservation Working Group Meeting in Bali takes place in Bali starting June 6-9.

The meeting is participated in by representatives from 16 countries namely Indonesia, the US, Malaysia, Taiwan, Japan, Thailand, Mexico, South Korea, Australia, Hong Kong, Chile, Russia, the Philippine, China and Vietnam. The event is also attended by an observer from Independent Assessor and four expert speakers, including from NGOs.

Since 2010, the Lead Shepherd position for APEC FWG held by Mr Gellwynn Jusuf PhD from Indonesia, which currently also serves as Secretary General of Ministry of Marine Affairs and Fisheries (MMAF), while Mr Ulises Munaylla PhD from Peru is the Lead Shepherd from APEC MRCWG since 2009. They are both Co-Chairs of the four days meeting in Bali.

Ministry to hold blue revolution forum, expo

Jakarta (ANTARA News) - The marine affairs and fisheries ministry will again hold a forum and expo themed Indonesian Blue Revolution or IBREF 2011.

IBREF 2011 is a forum to promote a change in the developmental paradigm from land-to sea-oriented, and balance between land and marine development, Marine Affairs and Fisheries Minister Fadel Muhammad said here Friday when launching the forum and expo.

"The event is also a means to promote the wealth of Indonesia`s marine resources and the beauty of its submarine environment. It will show Indonesia as a strong and great maritime nation," the minister said.

Indonesia must make a breakthrough and a new strategy by revitalizing its economic growth sources and create new economic growth in the marine and fisheries sector.

Indonesia`s marine and fishery resource potentials are still wide open for development through aquaculture, marine tourism, mining, maritime transportation, and development of marine services.

The contribution of the fishery sector to the Gross Domestic Product (GDP) in 2010 reached 3.1 percent.

The ministry has set itself the target of increasing the fisheries sectors` contribution to GDP from 3.1 percent to 3.5 percent in 2011.

Fishery exports in 2010 ware estimated to reach a total value of 2.79 billion US dollars, up from 2.46 billion US dollars in 2009.

Sudirman Saad, the ministry`s director general for marine, coastal areas and small islands (KP3K), who is also chairman of the IBREF 2011 organizing committee, said IBREF 2011 is expected to raise the maritime spirit and the marine product management optimally.

Around 60 marine industries will take part in the forum and expo to be held from October 6-9, 2011 at the Jakarta Convention Center.

The ministry held a Blue Revolution Expo 2010 last December with the purpose of showcasing Indonesia`s rich marine resources that have yet to developed optimally.

University rectors invited to formulate fisheries curriculum

Jakarta (ANTARA News) - Maritime Affairs and Fisheries Minister Fadel Muhammand will invite the rectors of a number of higher learning institutes to discuss the inclusion of maritime and fisheries-related subjects in their teaching programs to make them more compatible with the needs of the labor market.

"I will invite the university rectors to formulate curriculum which are adjusted to the labor market`s needs," the minister said here on Monday.

He said that there were complaints at present the subjects taught in universities were often not fit to the needs for a graduate to face employment.

Adjustment to employment is important for university graduates so that their classifications would meet the need of various companies seeking workers.

"We will invite the rectors on Wednesday to discuss this matter," he said adding that the central board of statistics pointed out there were a total of 8.1 unemployed people.

Some of the unemployed people are within the productive age between 20 and 40 years, he said.

China sets up first 7 national ocean parks

BEIJING, May 19 (Xinhua) -- China's State Oceanic Administration (SOA) announced Thursday that the country has named its first seven national ocean parks to ensure sound ecological environment and sustainable development for coastal tourism.

The seven parks are sprawled along China's coastal areas, with two in Guangdong, two in Shandong, and one in Guangxi, Fujian and Jiangsu, respectively, SOA spokesman Li Haiqing said at a press conference.

According to the SOA, the largest park covers an area of 51,455 hectares and is located in Lianyungang, Jiangsu Province.

The SOA also announced the expansion and improvement of five national special marine reserves in eastern Shandong Province.

Chen Liqun, an official with the SOA's environmental protection and management bureau, said the parks and reserves will coordinate oceanic ecological protection with the use of oceanic resources.

"The national ocean parks, which provide beautiful beach resorts for the public, can promote marine eco-environment protection and facilitate sustainable development of coastal tourism," Chen explained.

China established its first national special marine reserve in 2005. With the newly-announced projects, it now has 21 national special marine reserves and seven national ocean parks, covering a total area of nearly 360,000 hectares, SOA figures show.

In addition, the country also has 33 national marine nature reserves.

In contrast to marine nature reserves, which ban or restrict exploitation, special marine reserves and ocean parks are permitted to be developed in a scientific way under the principles of scientific planning, unified management, and a protection-first philosophy with appropriate utilization.

Govt To Offer 7,000 Jobs At Int`l Marine, Fisheries Fair

Jakarta, (ANTARA News) - The government will offer at least 7,000 job opportunities in the marine and fishery sector to job seekers at an upcoming International Job Fair on Marine and Fisheries (I`JO F.M 2011).

As part part of the government`s effort to reduce unemployment and to improve the people`s welfare, the I`JO F.M 2011 will be held in Jakarta May 23-25, 2011 to net as many workers as possible.

Maritime Affairs and Fisheries Minister Fadel Muhammad said here early this week that many countries had expressed their interest in recruiting Indonesian sailors in overseas marine and fishery related industries.

"Following increasing demand for Indonesian sailors from many countries, the Maritime Affairs and Fisheries Ministry (KKP) will make a new breakthrough to accommodate the request," Fadel said on Wednesday.

The maritime affairs and fisheries minister admitted that during his visits to Europe, many shipping companies had told him that they needed a lot of Indonesian manpower for their cruise ships.

Fadel said many countries in Europe needed more Indonesian sailors because their own people were no longer interested in seafaring jobs.

According to him, there were a lot of job opportunities abroad for Indonesian sailors and therefore his office would make a breakthrough by creating a cross-ministerial program in the form of International Job Fair on Marine and Fisheries (I`JO F.M 2011).

The minister explained that his office in cooperation with Manpower and Transmigration Ministry, National Education Ministry, and Cooperatives and Small and Medium Enterprises Ministry would organize the I`JO F.M 2011.

Meanwhile, head of Maritime Affairs and Fisheries Ministry`s Department of Human Resources Development, Syarief Widjaya, said the I`JO F.M 2011 would be the biggest event this year.

Syarif said the event would be participated in by at least 50 leading national and international companies in maritime and fisheries fields, such as fishing companies, fish farming companies, marine and fisheries product processing companies, labor recruitment agencies and other companies.

The International Job Fair on Marine and Fisheries will be a perfect event for job seekers, marine and fisheries related education and training promotion, consultation, job applicants interview, direct recruitment for job applicants, and for opportunity to go abroad.

Syarif also explained that the national and international leading companies in the I`JO F.M 2011 would provide the Indonesian job seekers with around 7,000 job opportunities.

He said various job opportunities were among others in the fields of fishing, aquaculture, and fishery products processing and marketing would be offered to around 30,000 people who were expected visit the international job fair.

Other sectors to be offered to the job seekers in the fair are coastal regions and small islands management especially the area management and conservation of marine tourism, captains, the crews, vessel mechanics, and chefs, fish packing or canning officers, and fisheries shipping transportation services.

In a bid to arrange and manage the increasing overseas demand for marine and fisheries related manpower from Indonesia, Syarif said the government would soon build a marine manpower office.

"The joint marine manpower office is supported by Maritime Affairs and Fisheries Ministry, Manpower and Transmigration Ministry, National Education Ministry, and Transportation Ministry," Syarief Widjaya said.

He said the joint marine manpower office, expected to permanently organize the International Job Fair on Marine and Fisheries every year, would be declared at the closure of the I`JO F.M 2011.

Besides, he added that the office of the cross-ministerial cooperation would also provide Indonesian job seekers in marine and fishery field with information about job opportunities.

He also said a lot of Indonesian sailors were working abroad at present in the fields of shipping sector, fishery management industries, and aquaculture.

Therefore Indonesian Seamen Association (KPI) Secretary Sonny Pattiselano said the government should consider the protection and safety of Indonesian sailors who were working abroad.

Sonny also highlighted the gap between domestic legislation and international policy, and said that there should be well integrated consolidation rules.

"The involvement of labor union in industrial relations in the maritime and fisheries sector should also be taken into account," Sonny said.

According to maritime affairs minister Fadel Muhammad, around 12,000 Indonesian men are currently working on board various ocean liners across international waters.

"There are around 12,000 Indonesian workers on board both domestic and foreign ships which sail across international waters at present," Fadel said in an economic-related dialog on April 12, 2011.

Fadel admitted that he obtained the data about the number after a hijacking incident of an Indonesian ship with 20 crews by Somali pirates in March.

The minister explained that thousands of Indonesian sailors spread in various regions in Asia and Europe.

According to the minister, there were around 2,000 Indonesian sailors in Spain, 600 in Taiwan, and 400 in Thailand, and 3,000 in Japan.

Therefore he said the sailors had been asked to form an association amongst Indonesian seamen.

"I have asked them to form the association and to remain getting in touch with with Indonesian embassies abroad," Fadel said.

Meanwhile, data from Transportation Ministry in 2010 indicated that the Indonesian sailors working abroad could generate foreign exchange to about one billion dollars per year.

SWB 2011 to become biggest international marine event

Jakarta (ANTARA News) - Themed "The Ocean for Future Life," Sail Wakatobi-Belitung 2011 (SWB 2011) is expected to be the biggest international marine event in Indonesia after Sail Banda 2010 and Sail Bunaken 2009.

During the SWB 2011, two of Indonesian paradise islands besides Bali, namely Wakatobi and Bangka Belitung will be presented to foreign tourists who have been quite familiar with the island resort of Bali.

In a bid to make the upcoming event a great success, Southeast Sulawesi Governor Nur Alam has called on all related government agencies in the province to fully support it.

"I call on all related parties to help make the Sail Wakatobi-Belitung 2011 a great success," Governor Nur Alam told all district heads and mayors at a preparatory meeting for the event at his office in Kendari, Southeast Sulawesi on Wednesday.

For him, the SWB 2011 will be the greatest international marine event ever held in Indonesia after Sail Bunaken 2009 in North Sulawesi and Sail Banda 2010 in Maluku.

Sail Bunaken 2009 was held from August 12 to 20, 2009 in North Sulawesi and participated in by 28 warships, a number of fighter planes, and 165 yachts from at least 30 countries which joined an International Fleet Review.

A year later, Sail Banda was organized in Maluku from July 24 to August 17, 2010 when Coordinating Minister for People`s Welfara Agung Laksono flagged off 49 of 106 foreign yachts at Cullen Bay in Darwin, Australia, to mark the start of Sail Banda international yacht rallies.

The Sail Wakatobi-Balitung 2011 yacht rally will start from Darwin Australia on July 23, and the participants will pass 21 districts and cities in Indonesia until finish in Singapore.

Governor Nur Alam said the event with various marine activities would be a precious opportunity to promote the regional potential including Wakatobi as the center of the world coral reefs triangle with underwater paradise.

Therefore the governor called on all district heads and mayors in the province to prepare various facilities and infrastructure for the international marine event.

Meanwhile, Southeast Sulawesi Marine and Fisheries Department spokesman Abdul Salam said that various activities such as Surya Baskara Jaya health operation, exhibitions, maritime shipping traffic, and international seminars would be conducted as part of Sail Wakatobi-Belitong 2011.

In addition, Abdul Salam said the event would also be enlivened undersea mass wedding activity, undersea photo taking competition, and culture and art competition in each district.

He said Sail Wakatobi-Belitung 2011 was a national program and therefore it should run as planned.

For the success of the international marine event, the 50-kilometer Wangi-wangi ring road in Wakatobi will soon be asphalted before President Susilo Bambang Yudhoyono`s visit to the district to open the event in August this year.

In addition, three docks, namely Wangi-wangi, Kaledupa, and Pulau Tomia in the district, have been fixed for the international marine event.

Wakatobi Transportation Department head Syarifuddin said in the Southeast Sulawesi provincial city of Kendari recently that the

repair of the three piers would cost around Rp70 billion from the state budget through the Transportation Ministry.

"The funds have been disbursed and the work to fix the three quays is expected to be completed by the end of July this year," Syarifuddin said.

According to him, the quays would be used by the participants of event and the divers from around the world.

Besides, they will also be used by naval ships to conduct a so-called Surya Baskara Jaya health operation.

Especially for the Wangi-wangi pier, Syarifuddin said it would be used by the sail participating yachts to moor and a command post.

Meanwhile, head of Wakatobi Public Works Agency, Tawakal, said in Kendari that the project of Wangi-wangi ring road was expected to be completed early August before the arrival of President Yudhoyono and First Lady Ani Yudhoyono to open the Sail Wakatobi-Belitung.

To welcome the Sail Wakatobi-Belitung event in which world-class divers will take part, Tawakal said the Wakatobi district government and the local people have started to prepare cultural attractions of

Kabuenga, Bangka Mbule-mbule, and Karia to entertain the participants of the international marine event.

Besides, the participants of Sail Wakatobi-Belitung 2011 and the divers from around the world are expected to have a great opportunity to go diving in magnificent diving facilities at Wakatobi Marine National Park.

As stunning as Wakatobi, Bangka Belitung is also blessed with beaches having blue sea waters, coral reefs, fine white sand, and giant granite rock formations awaiting the SWB 2011 participants.

Belitong exotic beaches include Tanjung Kiras beach, Tanjung Pendam beach, Tanjung tinggi, Tanjung Kelayang, Tanjung Binga fisherman village, Panyaeran beach, Tanjung Kubu, Gembira bay and Tanjung Ru, which are ideal sites for diving, scuba, snorkeling, fishing and sailing.

The island also has other tourist attractions such as Golf Babute driving course, Lengkuas island, Gurok Beraye waterfall, Batu Baginde hill, Tirta Marundang natural pool and Dayang Seri Pinai Pool.

Meanwhile, the marine affairs and fishery ministry`s director general of marine and fishery resources surveillance Syahrin Aburrahman said the SWB 2011 would be highlighted with six main activities, namely a yacht rally, a Bhakti Surya Bhaskara Jaya civic mission, national and international seminars on marine and fishery resources management, a youth marine event, and marine and fishery product exhibition.

Abdurrahman said the Bhakti Surya Baskara Jaya civic mission would be held in Riau Island Province, Bangka Belitung Province, West Kalimantan Province, Gorontalo Province, Southeast Sulawesi Province, and South Sulawesi Province.

"After successfully breaking two world diving records during Sail Bunaken 2009 and Sail Banda 2010, Sail Bunaken-Belitung 2011 will be highlighted with underwater chess games trying to break another world record," he said said.
